National Apprenticeship Promotion Scheme (NAPS) – Objective
The Apprentice’s Act, 1961 provides for creating training facilities in different trades in various establishments
and regulates the training of apprentices. The Apprenticeship Act is implemented through the Central Apprenticeship
Advisor and State Apprenticeship Advisors in their respective areas.
In spite of the mandatory provisions of the Act, the potential to engage apprentices has not been fully tapped.
To promote apprenticeship training and increase the engagement of apprentices from the present 2.3 lakh to
50 lakh cumulatively by 2020, the “National Apprenticeship Promotion Scheme” was launched by the Government
of India on 19 August 2016.
Features of the Scheme
- Establishments to engage a minimum of 2.5% and maximum of 15% apprentices of their total manpower (direct or indirect).
- Any establishment having 30 or more employees must appoint at least one apprentice in a designated trade.
- Trainees can get apprenticeship training in any one of 181 designated trades.
- Certificates for apprenticeship training are issued by the Central Apprenticeship Council, New Delhi.
Financial Benefits
Stipend to Apprentices
- The minimum rate of stipend payable to apprentices per month is as follows:

- For Skill Certificate Holders, stipend will be as per educational qualification above.
- During the second year, a 10% increase applies; in the third year, a 15% increase applies.
- Training already undergone in a recognized institution is considered for stipend calculation.
- For fresher apprentices during Basic Training (up to 3 months), stipend is 50% of the prescribed amount; for simultaneous Basic and On-the-Job Training, full amount is paid.
Financial Support from Govt. of India
- 25% of stipend shared with employers (maximum ₹1,500 per month per apprentice).
- Basic Training Cost shared with providers up to ₹7,500 for 500 hours/3 months per apprentice.
Eligibility and Requirements for Employers
- Validation through TIN, TAN, EPFO, ESIC, LIN or other approved identifier.
- Aadhaar-linked bank account.
Eligibility and Requirements for Apprentices
- Minimum age: 14 years on the date of engagement.
- Relaxation in training period for candidates with prior vocational training or PMKVY/MES certification.

- Mandatory registration for establishments, apprentices, and BTPs on

- Candidates can select preferred establishments through the portal.
- Establishments can select and appoint apprentices through the portal.
- Online reimbursement of stipend and basic training costs.
- Online apprenticeship contract registration and approval.
